Small Business Investment Companies or SBICs are venture capital companies that receive the majority of their funding from the Small Business Administration. They are licensed and must adhere to certain rules and guidelines. An SBIC is founded by people with a venture capital background and experienced in providing capital to growth-oriented companies.
For every $1.00 they invest of their own funds, or from funds they've raised, they are eligible to obtain $3.00 of funding in the form of a loan to the SBIC from the Small Business Administration (SBA) as matching funds. For example if the SBIC contributed $2.5 million dollars as their equity share, the SBA would lend the SBIC $7.5 million so the total funds available for the SBIC to invest would be $10 million.

The SBICs can restrict themselves to certain industries and stage of company that they prefer just like a venture capital company. They also very commonly will only invest in a company in their geographic location.
The funds they provide can be in the form of a loan, or equity infusion. They must invest some portion of the total funding as equity and are limited by law by the SBA regulations to a minority position in any company that they invest in. Since SBICs have to repay the SBA on a regular basis the SBIC is probably more interested in credit worthy companies that have a very high probability of performing well. The company repays the SBIC not the SBA.
Like venture capital companies, SBICs screen by stage, industry, amount of capital and geographic region. An SSBIC means a Special Small business Investment Company (these used to be known as MESBICS) and only invests in minority or women owned companies or has other restrictions.
